What does an Umrah package include?

An Umrah package is a set of services sold together by a provider licensed in Saudi Arabia, booked either through a Pakistani operator or directly on the Saudi Nusuk platform. Your visa is linked to that package, so the provider you choose matters as much as the hotel. A standard package covers four things:

  • The Umrah visa, applied for once your passport details, photo and vaccine certificates are ready
  • Return flights from your city to Jeddah or Madinah, direct or with a connection
  • Hotels in Makkah and Madinah for an agreed number of nights in each city
  • Transport from the airport to your hotel, between Makkah and Madinah, and back to the airport

Many operators add extras such as ziyarat tours of historic sites, meals, a group leader who explains the rites, help with Rawdah permits, and wheelchair or airport assistance for older pilgrims. This is where packages differ most, so ask about each extra by name rather than assuming it is covered.

Meals not listed in your quote, laundry, local taxis and any separately priced insurance sit outside the package, so budget for them.

Why does hotel distance from the Haram matter so much?

You will walk to the Haram several times a day for the five daily prayers, and many pilgrims also go late at night for tawaf, when it is cooler. A hotel that is a long walk away turns every prayer into a journey, and in the summer heat that soon tells on your energy.

Ask how the operator measures distance: to the nearest gate, to the outer courtyard, or to the Kaaba itself? ‘Near Haram’ on a flyer can mean almost anything, so look up the hotel on a map before you agree. If a shuttle is promised, ask whether it keeps running around prayer times, when traffic near the Haram is heavily restricted.

In Madinah, many package hotels sit in the central area around Masjid an-Nabawi, so the gap between tiers is often smaller. On a tight budget, spending more on Makkah and less on Madinah is often the better balance.

How should you split your nights between Makkah and Madinah?

Most packages divide the stay between the two cities, usually with more nights in Makkah, where Umrah itself is performed. There is no religious rule on the split, so plan it around your group's energy and priorities.

  • Makkah first: you fly into Jeddah already in ihram, perform Umrah while you are fresh, then rest in Madinah before flying home. Many first-time pilgrims choose this.
  • Madinah first: you fly into Madinah, settle in at a gentler pace, and enter ihram at the miqat of Dhul Hulayfah on the road to Makkah. Families with young children or older relatives often find this easier.

Group or private package: which suits you?

Group packages

A group shares flights, hotels and transport. Most groups have a leader, sometimes a scholar, who explains each rite and takes everyone through Umrah together. For first-time pilgrims and anyone nervous about crowds, that support is worth a great deal. The trade-off is fixed dates and less choice.

Private or tailor-made packages

A private package is built around your dates, hotels and transport. It suits families with particular needs, pilgrims who have been before, and anyone who wants to set their own pace, though you will need to handle the rites yourself or pay separately for a guide.

What affects the price of an Umrah package?

Two families can pay very different amounts for what looks like the same trip. These are the main reasons:

  1. Season: Ramadan, above all its last ten nights, and the school holidays are the busiest and dearest times.
  2. Hotel distance and grade in Makkah, often the largest single item.
  3. Room sharing: the more people in a room, the lower the cost for each.
  4. Flights: direct or connecting, your departure city and how early you book.
  5. Length of stay and how the nights are divided between the two cities.
  6. Extras such as meals, private transport, ziyarat and a dedicated guide.
  7. Exchange rates, because hotels and services in Saudi Arabia are priced in riyals.

How to find a cheap Umrah package without cutting the wrong corners

A cheap Umrah package is not a bad one, as long as the savings come from the right places. These are sensible ways to bring the cost down:

  • Travel outside Ramadan and the school holidays if you can
  • Choose a hotel slightly further out with a reliable shuttle, if everyone walks comfortably
  • Share a quad room as a family rather than booking two doubles
  • Book early and stay flexible by a few days on flight dates
  • Join a group, which spreads the cost of transport and guidance

Umrah packages from Lahore, Karachi and Islamabad: does your city matter?

Your departure city mostly changes the flight. Lahore, Karachi and Islamabad generally offer the widest choice of routes and timings to Jeddah and Madinah. If you live in Peshawar, Multan, Faisalabad, Sialkot or Quetta, ask which airport the group actually flies from, whether the flight is direct or connecting, and how you reach the airport if it is in another city. Routes and schedules change by season, so check the details for your dates rather than last year's.

How do you check an Umrah operator is genuine?

Umrah operators in Pakistan are regulated by the Ministry of Religious Affairs and Interfaith Harmony (MORA) under the Hajj and Umrah (Regulation) Act 2024. Before you hand over money or passports, take these steps:

  1. Ask for the company's full registered name and check it appears on MORA's list of attested Umrah tour operators, published on the Ministry of Religious Affairs website.
  2. Make sure the name on the quote, the receipt and the bank account all match that registered name.
  3. Visit the office if you can, and ask which Saudi company provides the services on the ground.
  4. Pay into the company's business account, never into a personal account or in cash without a receipt.
  5. Keep your contract, receipts and messages. If things go wrong you can complain to MORA, and that paperwork is your evidence.

Red flags that should stop you paying

  • Refusing to name the hotels until after you pay
  • A price far below every other quote for the same dates
  • Payment into a personal account, or cash with no receipt
  • Keeping your passport without giving you a written receipt
  • Any suggestion that you can stay on for Hajj with an Umrah visa, which Saudi law does not allow
  • Pressure to pay today because seats are ‘almost gone’

How early should I book an Umrah package from Pakistan?

For Ramadan and the school holidays, book as early as you can, because hotels close to the Haram fill first and fares rise as dates approach. In quieter months you have more room, but still leave enough time for vaccines, documents and the visa. Booking early also lets you compare quotes calmly instead of deciding under pressure.

Is it cheaper to book Umrah myself on Nusuk?

Sometimes. Nusuk Umrah, the Saudi Ministry of Hajj and Umrah's platform, lets you book packages from Saudi-licensed providers directly, and you then book your own flights. It can suit confident travellers. You handle every detail alone, though, and there is no Pakistani operator answerable to the Ministry of Religious Affairs if something goes wrong.

What is a land-only Umrah package?

A land-only or ground package covers the visa, hotels and transport in Saudi Arabia but not the flights. It suits pilgrims who already hold tickets or are flying from outside Pakistan. Make sure your flight dates match the hotel dates exactly, and check who is responsible if a flight change leaves you without a room.

What does ‘sharing’ mean in an Umrah package?

In a sharing package you share a room with other pilgrims of the same gender who may not be your relatives. It lowers the cost for each person, and it suits people travelling alone on a budget. Families normally book a room of their own. If you are sharing, ask how many people will be in the room and what it includes.

Can I change hotels or add nights after booking?

Often yes, but it depends on the hotel's and airline's rules and on your contract. Changes in peak season may not be possible, and some rates cannot be refunded. Ask for the change and cancellation terms in writing before you pay, and get any later change confirmed in writing too, with the new hotel name and dates.
