- Passport with long remaining validity: the data page, all pages with visas, and every page if EMGS asks
- Passport-size photo with a white background that meets EMGS rules
- Offer letter from your institution
- Academic certificates and transcripts
- English test certificate accepted by EMGS, such as IELTS, TOEFL iBT, PTE Academic or MUET

- Pre-arrival medical report, from an EMGS-registered clinic or in English from another clinic

Step by step
- 1
Get an offer
Apply to a Malaysian institution approved to enrol international students. Check the entry requirements for your course, including the English level.
- 2
Prepare your documents
Scan your passport, photo, certificates and English result to EMGS standards, and fill in the health declaration form.
- 3
Do the pre-arrival medical screening
Use an EMGS-registered clinic if one is available to you; otherwise upload a medical report in English. Students going to public universities should follow their institution's instructions.
- 4
Submit through EMGS
Your institution usually submits the application, or you can apply online yourself once you have an offer. Track progress on the EMGS website.
- 5
Receive your VAL and travel
When approved, you receive the VAL. As a Pakistani national you also need a Single Entry Visa, so follow EMGS and your institution's instructions before booking flights.
- 6
Medical check and pass endorsement
Attend the post-arrival medical screening at a panel clinic within the short deadline after you land. Your institution then arranges for the Student Pass to be endorsed in your passport.
Costs to plan for
- EMGS processing fees, which you can estimate with the EMGS fee calculator
- Pre-arrival and post-arrival medical screening
- Compulsory medical insurance for international students
- The refundable personal bond, which varies by nationality
- The Single Entry Visa fee
- Tuition, accommodation and living costs
Why applications get refused
- No English test certificate with the application, which can delay it or shorten the pass
- A passport that will not stay valid long enough for the course
- Medical screening not done, or a report from an unregistered clinic that is incomplete or not in English
- Photos or scans that do not meet EMGS specifications
- An offer from an institution not approved to enrol international students
- Missing the post-arrival medical check, which stops the pass being endorsed
Tips before you apply
- Renew your passport before applying if it would expire during your course. EMGS sets a minimum validity and recommends cover for the whole programme.
- Upload your English certificate with the first application; without it the pass may not cover your full course.
- Book your post-arrival medical check as soon as you land.
- Use the EMGS online photo checker before uploading to avoid an easy rejection.
