Hajj Visa Guide for Pakistani Pilgrims
Hajj is performed once a year in Dhul Hijjah, and Saudi Arabia sets a quota of pilgrims for each country. In Pakistan, Hajj arrangements are made under the Ministry of Religious Affairs and Interfaith Harmony (MORA), through either the Government Hajj Scheme or the Private Hajj Scheme.
Choose your destination
You cannot buy a Hajj visa on your own, and you cannot use a visit, tourist or Umrah visa to perform Hajj. Saudi authorities require an official Hajj permit and penalise anyone who tries to perform Hajj without one.
This guide explains both schemes, who can apply, the documents and health checks involved, and how to protect your money by paying only through MORA's official channels.
How to choose
- The Government Hajj Scheme is run by MORA itself, with packages and dues set for each season.
- The Private Hajj Scheme is run by companies registered with MORA, offering a range of packages. Check that the company is on MORA's approved list for that year.
- Compare what each option includes: accommodation in Makkah and Madinah, transport, meals, and services in Mina and Arafat.
- Think about the length of stay. The Government Scheme has offered both long and short packages.
- Elderly pilgrims and those with health needs should weigh support staff, walking distances and medical cover when choosing.
Questions people ask
MORA announces the dates for each season on its website and in the Pak Hajj app. Under the Hajj Policy 2027-2030, registration for the Government Scheme can open well ahead of the season, with a waiting list.
Under the 2027-2030 policy, Government Scheme pilgrims are selected first-come, first-served from the waiting list and new applications. Check MORA's notice for the season you are applying for.
MORA publishes the approved private Hajj companies for each year on its website and in the Pak Hajj app. Do not pay a company that is not on the current list.
Overseas Pakistanis should check MORA's notices for the season, as it runs a facilitation desk for them. If you live in Saudi Arabia, you register through the Saudi system for residents instead.
