At a glance
- Arranged by
- MORA, within Saudi Arabia's Hajj quota for Pakistan
- Two routes
- Government Hajj Scheme, or Private Hajj Scheme through MORA-registered Hajj companies
- Current policy
- Hajj Policy and Plan 2027-2030, approved by the federal cabinet
- Application window
- Announced by MORA each season on its website and the Pak Hajj app
- Women
- No mahram needed under the current policy, subject to an affidavit and travel with a group of women
- Health
- A fitness certificate, plus meningococcal and polio vaccines under Saudi rules
Who this is for
- Pakistani nationals with a valid Pakistani passport who intend to perform Hajj
- Families and groups who want to apply together under the scheme's grouping rules
- Women travelling without a mahram who meet the conditions in the Hajj policy
- Pilgrims who want a wider choice of package through a registered private Hajj company
When another route fits better
- You want to travel soon, outside the Hajj season: an Umrah visa is the route, booked through an attested Umrah operator or Nusuk Umrah.
- You plan to use a visit, tourist or Umrah visa to stay for Hajj: this is not allowed. Apply through the Government Scheme or a MORA-registered private company instead.
- You live and work in Saudi Arabia: residents register through the Saudi system for domestic pilgrims, not through Pakistan's schemes.

Step by step
- 1
Watch for MORA's announcement
MORA publishes the Hajj policy, scheme details and application dates on its website and in the Pak Hajj app. Under the 2027-2030 policy, the Government Scheme uses a registration and waiting list, with selection on a first-come, first-served basis.
- 2
Choose your scheme
Decide between the Government Scheme and the Private Scheme. For the Private Scheme, choose a company from MORA's list of approved Hajj companies for that year.
- 3
Apply and pay through official channels
Submit your application and pay your dues only through the banks, portal or Pak Hajj app that MORA names. MORA has warned that payments made any other way are not its responsibility.
- 4
Health checks and vaccines
Get a fitness certificate from a registered doctor and the required vaccines. Saudi rules do not allow people with certain serious illnesses, or women in late or high-risk pregnancy, to perform Hajj.
- 5
Biometrics, training and visa
Complete biometric verification and attend the Hajj training MORA arranges. Your visa is processed through Saudi systems by MORA or your registered company.
- 6
Travel with your group
Collect your travel documents, follow your group's schedule in Makkah, Madinah and the holy sites, and keep your Nusuk card with you at all times.
Costs to plan for
- Government Scheme dues, set each season once contracts are final and paid in the instalments MORA announces
- The Private Scheme package price, which varies by company and package
- Qurbani (the sacrifice), arranged according to Saudi instructions
- Vaccines and the medical fitness certificate
- A non-refundable contribution to the Hujjaj Muhafiz Scheme, which pays compensation in case of death or injury
- Money for meals, transport and personal needs not covered by your package
Why applications get refused
- Paying an unregistered agent, or a company not on MORA's approved list for that year
- Paying cash or transferring money into a personal account instead of using MORA's official system
- Not meeting Saudi health rules, such as late pregnancy or a serious illness, found at the medical stage
- Missing an instalment deadline, which can cost you your place
- Names or details on the application that do not match the passport and CNIC
- A name on the Exit Control List, or a court order barring travel abroad
- Trying to perform Hajj on a visit or Umrah visa, which Saudi authorities punish with fines, deportation and entry bans
Tips before you apply
- Before paying a private company, check it on MORA's list for the current year and in the Pak Hajj app, and confirm the package is one MORA has approved.
- Keep every payment receipt and check that each instalment shows in the official system.
- Plan your health early. Book vaccines and the fitness check well before the deadlines, and carry medicines in their original packaging with a doctor's note.
- Attend the training sessions. They cover the rituals, Saudi rules and practical problems pilgrims face during Hajj.
- Some Hajj flights from Islamabad and Karachi use the Route to Makkah initiative, which completes Saudi entry checks before you leave Pakistan.
Questions people ask
No. Pilgrims from Pakistan go through Pakistan's own Government and Private Schemes under MORA. Be wary of anyone offering Hajj outside these channels.
Under Pakistan's Hajj Policy 2027-2030, a woman does not need a mahram if she submits an affidavit confirming that her parents or husband have given permission, that she will travel with a group of reliable women, and that there is no threat to her safety. Check MORA's notices in case the rules change.
Age rules are set by the Saudi authorities for each season and announced by MORA. Check the current notice before applying.
Only in narrow cases, such as the death or incapacity of a mahram or of a disabled pilgrim's support person, and not after MORA's cut-off date.
Under the Hajj and Umrah (Regulation) Act 2024, pilgrims can complain to MORA's complaint disposal committees, which can order compensation and penalise the company. Keep your contract and receipts.
